ئەو توێژینەوە لێهاتوەکان ئاشکرا دەکات لەنێوان رۆشەنبیریەکان لەدیدی قوتابیانی لەهەرێمی کوردستانی عێراق لەزانکۆکانی حکومی گشتی وتایبەت. ئامانجی سەرەکی دیارکردنی تێروانینی قوتابیان وەبەربەستەکان لە سنور ومەودای فێربون لەهەردو زانکۆکانی گشتی وتایبەت، لەگەل ئەوەش تیشک دەخاتە سەر مەوداکانی هەمەلایەنەی رۆشەنبیری، وەتوێژینەوەکە تیشک دەخاتە سەر گرنگی لێهاتوە رۆشەنبیریەکان لە پێشخستنی پیشەیی بۆ فێرخوازانی زمانی ئینگلیزی وەکو زمانێکی بیانی.
لەم توێژینەوە ٧٠ قوتابی لەقۆناغی دووەم لەزانکۆ حکومیەکان و٣٠ قوتابی لەزانکۆکانی کەرتی تایبەت لەهەمان ئاست بەشدار بون، لەشێوەی توێژینەوە پشت بە لێکولینەوە وەسفی بەسترا وە شێوازی چەندایەتی وچۆنایەتی پەیرەو کرار، راپرسی وتێبینیەکانی پۆڵی سەربەخۆ بەکار هاتوە بۆ وێکچونی ئەنجامەکانی نێوان هەردو زانکۆکان. وە بۆ کۆکردنەوەی داتاکان شێوازی هەلبژاردنی هەندێک نمونەی سەربەخۆ پشتی پێ بەسترا، پاشان پشتمان بەست بە شێوازی شیکاری وەسفی لەوانەش هەلبژاردنی شیکاری بابەتی چۆنایەتی وەکو کردارێکی گێرانەوە بۆ رونکردنەوەی داتاکان کە بەلگەن لەسەر ئاستی بەززترین نمرە کە دەکاتە ٣.٤٧ کە کۆکرانەوە. ئەنجامەکان ئاماژە بەوە دەکەن کە قوتابیانی زانکۆکانی کەرتی گشتی حکومی توانیان نمرەی مامناوەند بەدەست بێنن، وەبەکەمترین شێوە تێبینی 0.05 لەرێژەی سەدی نەکرا، بۆیە لەهەردو زانکۆکان ئەنجامەکان کەمتربون لە نرخی ئەگەری ٣.٣٦ کە داندرایە بۆ زانکۆکانی کەرتی تایبەت کەجیاوازیە ئاماریەکان گەیشتنە رێژەکە لە گۆراوی تاقیکراو، لەگەل ئەوەش ئەنجامەکان بەلگەن وەخاوەن دەلالەتی ئامارین، بەشێوەیەکی گشتی ئەنجامەکان ئەوەیان ئاشکرا کرد کە تێروانینی باش وپۆزەتیف هەیە لای قوتابیان بەرامبەر لە لێهاتوەکانی رۆشەنبیریەکان لەگەل ئەوەی روبەروی ئاستەنگ دەبن لە کرداری فێربون بەپالپشت لەسەر شیکاری تێبینیە پۆلیەکان. وشە سەرەکیەکان لێهاتو لەنێوان رۆشەنبیریەکان تێروانینی قوتابیان ئامادەکردنی پۆلەکانی قوتابیان بۆ زمانی ئینگلیزی وەک زمانێکی بیانی.
