A Comparison of Foreign Relations between the Kurdistan Region and Quebec

The external relations of Kurdistan Region and Quebec provide insights into evolving international diplomacy and multi-level governance. Operating within Iraq and Canada respectively, they've developed distinct external engagement strategies reflecting their unique historical, political and constitutional contexts. This comparative study analyzes how these regions engage beyond national boundaries. Kurdistan Region has established representative offices abroad and actively pursues relationships with foreign governments and international organizations despite contested constitutional powers and regional instability. Quebec, functioning within a more stable framework, has created an organized network of international offices and institutionalized its external relations through dedicated ministries. By comparing these regions, this research identifies key drivers, limitations and outcomes of their international engagement, contributing to understanding how sub-national entities assert identity, pursue economic interests, and navigate global politics within national constraints.
