Abstract

The shift towards electronic government is one of the basic requirements towards the global transformation of modern application, which may have a beginning but not an end. The starting point may contain many variables and required changes that need to be followed up to communicate with the community.

There are many requirements for digital and electronic government transformation, and these requirements are extremely difficult to define and encompass. Why? Because the entire issue is still in the process of growth, development and innovation, one of the components of e-government is a major one without which a digital transformation cannot   be built.

 

    These components or foundations are what are considered a pillar, or what is called the foundational or infrastructure, which is one of the most important foundations on which any change is built, including digital change. Therefore, e-government cannot appear unless there are structures based on it, as well as effective strategic plans that can be implemented and developed. The subsequent one that does not stop at a certain limit .

Strategic plans are the map on which the change processes towards the required digital transformation are built, and this matter is one of the applied foundations of the government in Kurdistan, as is the case in the experiences of foreign and regional countries, and this is what will be addressed in this research, in a brief way, about the required aspects of transformation.
