The Role of Human Rights in Embodiment Good Governance in Plural Societies A Comparative Study Between Canada and Iraq

Abstract

Good governance and human rights are two significant concepts in politics, good governance has gained great importance as a new concept in politics. This paper aims to highlight the concepts and principles of good governance, and to achieve good governance through the protection of human rights in plural societies, as well as to present the experiences of Canada and Iraq. This study hypothesizes that human rights principles play an important role in achieving and enhancing good governance in plural societies. The development of good governance in Canada was influenced by human rights principles, as Canada officially recognized the multiculturalism policy, concluded treaties and established institutions to protect human rights. However, Iraq was unable to practically guarantee the protection of human rights and follow the principles of good governance, due to political instability, security problems and weak institutions. The study conclusions are; human rights and the principles of good governance are two important pillars to stability of society. The protection of human rights addresses the challenges facing diverse societies by contributing to achieving society cohesion, peaceful coexistence and improving the level of governance. Canada and Iraq represent very different models of human rights protection and good governance. Canada is a shining example of human rights and good governance, with stable democratic institutions and strong legal frameworks. Good governance in Canada is rooted in human rights principles. In contrast, Iraq faces challenges in protecting human rights and achieving good governance due to political instability, sectarian conflict, and weak institutional frameworks. Canada ranks high on international measures of good governance, while Iraq ranks very low. The new Iraqi constitution refers to the protection of human rights and the rights of various components, but in practice, the constitution and governance principles have not been implemented, and there are serious violations and threats to human rights in Iraq.
